With effect from 1 January 2026, all Sale & Purchase Agreements (SPA) for residential units under construction must be digitally signed under the Housing Integrated Management System (HIMS), administered by the Ministry of Housing and Local Government (KPKT).

This nationwide initiative ensures a safer, faster,
and fully paperless
signing experience for homebuyers.

To proceed, purchasers are required to:

eSPA (Electronic Sale and Purchase Agreement) is the government-mandated digital version of the residential property Sale & Purchase Agreement in Malaysia that must be generated, signed, and managed through the official digital system. Meanwhile, HIMS (Housing Integrated Management System) is the central online platform developed by the Ministry of Housing and Local Government (KPKT) to manage developer licensing, project data, SPA generation, digital signing, tracking and related housing workflows.
